this is the direction that our foreign policy needs to go. we are not spending a lot of money. we are not putting u.s. lives at risk. we cannot simply show up and say we're here and we're going to fix our problems. it does not work. i think this is an excellent model. we worked with ethiopia and kenya. we have had success by somalia efforts based on their efforts in the country. you look at what we invested in iraq and afghanistan versus the horn of africa problem. you see the wisdom of this approach. this has to be locally driven. i want to explore a little bit on the trillion -- the training of the italian issue. -- of battalion issue. it seems to me that none of this is like to happen unless they figure out how to do it. does it make sense to train more to build the drc capacity? i think a second thing would be to get support from the country who gave us support in somalia. there is a lot of painful history with all of those countries in the eastern congo. that?ink we can over combacome how do we build that mission? >> i am a strategist. there is no such thing as a universal
